Jems for RCPs

Jems, the Joint Electronic Monitoring System, is the new Monitoring System for the 2021-2027 period developed by INTERACT in cooperation with several Interreg programmes.

Jems is the online platform that will accompany beneficiaries through the entire project life-cycle.

01. Application

Project applicants will create a user in Jems to start their application. They will be able to create an application form, invite partners to contribute directly to it in Jems and, once complete, they will submit it to the programme.

02. Assessment

Following the submission of an application in the electronic monitoring system Jems, each application will be subject to a 4-step selection procedure. At this stage applicants can no longer edit their application form.

  1. The first stage of the assessment is an admissibility check to verify completeness and formal correctness of the application form.

  2. Project applications will then be checked against the eligibility criteria to ensure that they fulfil the technical requirements of the programme.

  3. The JS then conducts a quality appraisal of the application, considering the project idea and how it corresponds with the programme strategy and objectives, the selection criteria approved by the MC and the Terms of Reference for the specific call.

  4. Building on the assessment by the JS (Joint Secretariat), RAGs will then conduct a regional appraisal of the application, considering the project idea, partnership, and the application in general from a regional perspective. 

It is the task fo the RCPs to input the content of the RAGs appraisal in Jems. Instructions how to do that are included in this manual.

On the basis of their assessment and taking into account the recommendations from the RAGs, the JS will prepare decision proposals for the Monitoring Committee.

03. Contracting

Based on the decision of the Monitoring Committee, the Managing Authority will contract approved projects in Jems, thus enabling them to implement the project and claim funds.

During this phase, RCPs will usually not operate in Jems.

04. Implementation and closure

At this stage, project partners and lead partners run their project work and report about it at regular intervals (i.e. 6 months periods) in project reports. These include a description of the work performed, as well as financial tables listing all occurred project costs to be validated by controllers.

During this phase, RCPs will usually not operate in Jems.
